Significant figures describe measured precision, not just the size of a number.

Leading zeros are placeholders, zeros between significant digits count, and trailing zeros after a decimal point normally count. Multiplication and division are limited by the fewest significant figures; addition and subtraction are limited by the least precise decimal place.
